Merit-Based Citizenship

General Information

Some countries provide, under their own citizenship laws, for citizenship to be granted at the discretion of the government in recognition of exceptional merit, rather than through investment or a fixed set of criteria. This page provides general information only.

How it typically works

Merit-Based Citizenship is not a right and does not follow a guaranteed process. Governments that provide for it set their own legislation, the authority responsible for administering it, and the standards applied. Applications are assessed individually, and there is no guarantee of any outcome.

Not the same as Citizenship by Investment (CBI)

Merit-based citizenship should not be confused with, or treated as a variation of, citizenship by investment. Where a country's investment-based framework has been discontinued, merit-based citizenship is not a replacement or continuation of it.
